Dr. V. Candavelou, IAS is an IAS Officer of 1997 batch of AGMUT Cadre. He has done Masters in Veterinary Science and has a degree in Law from Delhi University.

Dr. Candavelou, IAS, was appointed as Chairperson on 21.06.2022. Presently he is working as Principal Secretary (Finance) in Government of Goa, and looks after Departments such as Industries, Ports, Planning & Statistics etc. He is also Director General of the Goa Institute of Public Administration and Rural Development, the apex training institute of the State.

Dr. Candavelou, IAS has completed one year Programme in MA in Public Policy at Netherlands. He has been awarded Certificate of Commendation in State’s Start up Rankings 2019 for promotion and support of Start ups in UT of Andaman & Nicobar Islands. In 2020, Election Commission of India, awarded him Best Electoral Practices Award for excellence to States for sustained campaign for People’s participation under SVEEP through effective partnerships for voter education and awareness resulting in high voter turnout in Puducherry State Assembly Election 2016.

Shri. Narayan Rama Sawant, IAS (Retd.), an Officer of 2013 Batch of AGMUT Cadre. A Science graduate by training, Shri. Sawant completed his Post Graduation in Political Science. Shri. Sawant also holds Law and a BEd. degree. He has to his credit Post Graduate Diploma in Management from the prestigious Goa Institute of Management and Certificate Course in Management on Cyber Laws from Symbiosis Center for Distance Learning (SDCL), Pune.

Shri. Sawant joined as State Civil Service Officer in 1998, being the Officer of the first batch of Goa Public Service Commission. He worked in field offices of Revenue Department as Deputy Collector, Additional Collector and Collector of South Goa. He has headed many Departments such as Directorate of Panchayats, Directorate of Vigilance, District Rural Development Authority (RDA), South, Co-operative Societies etc. He was Additional Secretary (Home) and Additional Chief Electoral Officer.

He was inducted to Indian Administrative Service and thereafter was promoted as Junior Administrative Grade Officer. He retired as Secretary, Art and Culture from State Administration. Shri. Sawant joined as a Member of the Commission on 10th February, 2025.
